Điều 1. Điều 1. Ban hành kèm theo Nghị định này Danh mục hàng hoá và thuế suất thuế nhập khẩu của Việt Nam cho các năm 2004 - 2008 để thực hiện Chương trình thu hoạch sớm của Hiệp định Khung về hợp tác kinh tế toàn diện ASEAN – Trung Quốc.
Điều 2. Điều 2. Nghị định này có hiệu lực từ ngày 01 tháng 01 năm 2004.
Điều 3. Điều 3. Bộ Tài chính chịu trách nhiệm hướng dẫn chi tiết thi hành Nghị định này. Các Bộ trưởng, Thủ trưởng cơ quan ngang Bộ, Thủ trưởng cơ quan thuộc Chính phủ và Chủ tịch ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương chịu trách nhiệm thi hành Nghị định này.
