Điều 2 Điều 2: Quyếtđịnh này có hiệu lực sau 15 ngày kể từ ngày ký. Những quy định trước đây tráivới Quyết định này đều bãi bỏ.
Điều 3 Điều 3: Các ông Chánh văn phòng Bộ, Cục trưởng Cục Bảo vệ thực vật, thủ trưởng các cơquan liên quan chịu trách nhiệm thi hành Quyết định này.
