Điều 1 Điều 1 : Ban hành kèm theo Quyết định này 5 mẫu "Biên lai thu tiền phạt" loại in sẵn mệnh giá: 5.000 đồng, 10.000 đồng, 20.000 đồng, 50.000 đồng và 100.000 đồng (theo mẫu đính kèm), để sử dụng thống nhất trong cả nước cho các tổ chức, đơn vị được uỷ quyền thu tiền phạt tại chỗ đối với các hành vi bị xử phạt vi phạm hành chính.
Điều 2 Điều 2: Tổng cục Thuế có trách nhiệm in ấn, phát hành, cấp phát, quản lý và hướng dẫn sử dụng "Biên lai thu tiền phạt " nêu tại Điều 1 .
Điều 3 Điều 3: Quyết định này có hiệu lực thi hành kể từ ngày 01/10 /2002./.
